Yeah, I was thinking your calcs had it where 43 would warrant AND iirc wasn’t your 42 number PRIOR to adding the C-Store trips. Additionally, there will be more trips from the C-Store. That finding makes no sense to me at all.

I got a call from Avi yesterday (we had requested that he take another look at the C-Store TIA) and he reiterated the findings/recommendations from the decision for SDR06-2020 (C-Store). There’s no way the apartment complex doesn’t meet peak hour warrants.

Hi Dan,

Trip generation for the 151 unit apartment in AM/PM is 51/66. Trip generation for 557 storage units in AM/PM is 7/10. The net increase in trips is AM 43 and PM 56. My numbers mostly match theirs for trips. At the bottom of Page 3 it states that OR 211/Leroy northbound approach will be at level of service F when the project is built. On the next page is says that warrants are not met. That cannot be an accurate statement and based on my numbers of 42 trips to trigger the signal it appears that the AM and PM both break the intersection requiring a signal. The recommendations call for future signalization but the Public Works conditions will have to read that the developer is required to construct the signal and there is a high probability that ODOT will concur. Thanks.

Hi Gerald,

The Cascade Center apartment complex is in completeness review. We’re deeming it incomplete and generally like to use the incompleteness period to provide some initial feedback on some items that may be outside of the completeness scope.

If it would be possible to take a look over the next few days, I would really appreciate your initial feedback on the submitted TIA. They found that the use change (from self-storage) did increase trips but did not put the project over the threshold for signal warrants and claimed to take current traffic counts and incoming projects into account. That said, I didn’t see in their findings how they accounted for, for example, the C-Store coming in. That said, my reading of the data in these TIAs is still a little limited. Any feedback you may be able to provide would be appreciated and I will send that on to the applicant.
