Hi Dan,

As we have discussed the convenience store development triggers a “change of use” of the highway access and a new State Highway Road Approach Permit is required. The permitted process is regulated under Oregon Administrative Rule OAR 734.51. There is a formal application process that must be followed to obtain approval for the access location.Application for a Permit to Construct a State Highway Approach.

Marcela Rodriguez is our Regional Access Management Engineer and has approval authority for access locations and permits. She has identified that there are significant safety concerns with the proposed access location. It looks like you are in the early processes of site planning for developing the vacant part of the property and this would be a good opportunity to work together to maximize the safe operation of the access for both developments.

I recommend that we schedule a meeting to discuss the location of the access and the site planning for the vacant property. ODOT staff is available at the following times:

6/24 3pm to 4pm

6/28 2pm to 4pm

6/29 1pm to 4pm

Please let me know the availability of your team working on this project and I will schedule a MS Teams meeting. It also may be helpful to have city staff participate in this meeting as well.

You requested that the existing driveway be relocated to the eastern end of the property frontage. In discussion with the owner, he plans to construct a new structure on the site in the future. I have attached their concept plan. The most efficient site layout works best if the access was not moved so far east.

Once you have a pending land use application you can submit an application to ODOT for the State Highway Approach Road Permit for the driveway. I reviewed the concept plan (provide comments also on the PDF) and here are my comments:

<![if !supportLists]>· <![endif]>ODOT will require the driveway of the convenience store to be aligned with the driveway of the town houses at 508 E MAIN ST. This location will eliminate left turn conflicts with the residential driveway and will increase the spacing between the driveway of the convenience store and Lola Avenue to approximately 200 feet, minimizing potential left turn conflicts.

<![if !supportLists]>· <![endif]>I recommend extending the TWLTL 50’ west of Lola Avenue and 50’ east of the driveway to provide storage for vehicles exiting and making left turns from the driveway and from Lola Avenue.

<![if !supportLists]>· <![endif]>Taper rates for the transition from 3 lane cross-section to 2 lane, use Traffic Manual Figure 310 pg 118 to confirm taper rates. 100 feet seems about right but design details will be reviewed during construction plan review.

<![if !supportLists]>· <![endif]>Rebuild the ADA ramp along their frontage for the west and east crosswalks.

Hi Daniel,

ODOT’s Development Review Transportation Engineering Lead and Region Access Management Engineer have reviewed the traffic analysis that you submitted and we have also received input from the City of Molalla. The left turn warrant is met for the proposed access to the highway and will be required a condition of the State Highway Approach Road Permit. I have attached the cross section that have been adopted by the city as part of their Transportation System Plan. The city has also requested that a signal warrant analysis be done for the intersection at Leroy St. The signal warrant analysis should not include pass by trips.

Now that it has been determined that the left turn lane will be required, I recommend that you prepare a preliminary layout based on the city cross section and the ODOT standards in the ODOT Highway Design Manual. Once you have a layout, I will route it for technical review and we can meet to discuss if needed.
