They wont be required to update their application. We will condition them to redo the traffic analysis. What Dan Z will need from ODOT is the same condition, the condition to do the restriping of OR 211 as discussed, and I recommend that you leave the language open with any other requirements that are discovered through the design process and analysis of the updated traffic impact study. Avi has reviewed the TIA that was submitted for the convenience store development at 501 E Main St. The applicant references the Cascade Center traffic signal warrant analysis with respect to the intersection of OR 211 and Leroy St and concluded that signal warrants aren’t met. It is our understanding that the Cascade Center analysis was based on a population of under $10,000. As indicated in the city’s requirement for updating the TIA for the convenience store, the population of the city now puts it in a category of 10,000 and over which necessitates revising the analysis. ODOT supports the city’s requirement to update the TIA and provided signal warrant analysis for all warrants applying the new population category.
If the applicant is being required to update their application, it would be good to clarify some elements of the site plan related to improvements on OR 211. Since the applicant will be required to do the lane striping for the left turn pocket, they should remove “by others” from the site plan. The site plan also shows two marked pedestrian crossings at Lola Ave. Are these marked crossings part of the city’s pedestrian crossing project? If not, the crossing to the west is already marked and ODOT will be recommending that an ADA ramp to current ADA standards be put installed. If the city wants the eastern leg to have a marked crossing an engineering study/pedestrian analysis will likely be required. At a minimum, ODOT will request that an ADA ramp be required for the eastern pedestrian crossing.
I was thinking of waiting to provide formal comments until the updated TIA has been submitted since comments aren’t due to the city before 8/18. Please let me know if you would like schedule a meeting to discuss this project prior to ODOT submitting comments.

Please see attached conditions of approval. Also attached is the SDC calculation assuming no additional pavement. If additional pavement is required and the driveway is moved to the east then I will need to recalculated to include the additional impervious surfaces. Thanks.
