Dan,

My discussion with staff prior to preparing the analysis was that demonstrating that the Market did not exceed the 42 trip threshold defined in the Lancaster Mobley report dated January 31, 2020 would suffice to show intersection capacity. I think that I showed this in my report.

I look forward to ODOT's comments and will work with the City and ODOT to complete the analysis.

Greetings Center Market team,

First, congrats on your design review approval. Great milestone in bringing this project to fruition.

I wanted to get in touch regarding the TIA edits required. City Staff met with ODOT yesterday to discuss the best path forward with outstanding projects. Their recommendation is that the revised TIA include an analysis of all warrants. This will allow other projects to build off of this one and determine when the signal is warranted. Cascade Center submitted a recent application that would also add trips to the system and would be piggybacking on this analysis. Their development has a desire to build the signal at Leroy Ave.

This morning, I sent the submitted TIA off to Avi Tayar with ODOT and he will provide additional commentary as needed on the submitted TIA. I will return these comments to you when I receive them.
