Subject: Reply Requested: Call for C4 City memberships

Dear Mayors and City Managers,

2019 is a membership (re)appointment year for cities represented at the Clackamas County Coordinating Committee (C4). Please add to your city’s committee assignment process a discussion about the C4 member and alternate who will represent your city.

New and/or reappointed members/alternates will be recognized at the March 7, 2019 meeting, where C4 Executive Committee members are also selected. Please send me the name/email/phone of your city’s 2019-2020 C4 representatives no later than February 19, 2019.

To support your council/commission discussions, here is a link to C4 webpage and the C4 bylaws, which outline membership roles. Below is short summary of the responsibilities included with being a C4 member or alternate.

Summary of responsibilities: C4 members serve 2 year terms, and should be available for monthly meetings that occur in the evening (6:45pm) of the first Thursday of each month. City members are voting members, and because C4 aims to reach county-wide coordination on issues, members are often expected to speak on their city’s behalf. Naturally, this sometimes means needing to go back to your council/commission to know what position to take. C4’s scope of work is limited to transportation and land use issues, and sometimes housing. C4 has three subcommittees: an executive committee (for cities, there is one urban city and one rural city representative), the C4 Metro Subcommittee, and the C4 Rural Subcommittee.

The C4 Metro Subcommittee meets monthly, at 7:30am on the Wednesday before Metro’s JPACT meetings (JPACT meets on the 3rd Thursday of each month). C4 Metro Subcommittee city membership often overlaps with C4 membership, but sometimes varies. It is ideal if the C4 Metro Subcommittee membership for your city is also the representative at MPAC or JPACT if your city holds a seat on one of those committees. This is not a requirement, however, since some cities may not have a council/commission member serving at JPACT or MPAC.

The C4 Rural Subcommittee does not meet regularly, but will convene on special occasions as needed. This membership is typically a direct overlap of the C4 membership.
