Providing for the calling of a Special Election in the City of Lebanon on 05-23-1978 for the purpose of submitting to the lectors two propositions: the first proposition to adopt or reject a new charter providing for a Council-Administrator form of government and repealing all provisions of the present City Charter, to take effect on 07-01-1978; the second proposition is to adopt or reject an amendment to the City Charter providing that the voters shall resolve impasses in collective bargaining negotiations between the City and its employees, to take effect 07-01-1978; and declaring an emergency (charter amendment, council-manager)
