Calling a special election on 07-20-1973, submitting to the legal electors of the City of Lebanon: a proposition authorizing a levy by the City of a tax in the sum of $296,549.00 outside the Constitutional limitations for the purpose of providing funds for the operation and maintenance of all departments of the General Fund, the estimated rate of tax necessary therefore being $5.071 per $1,000.00 of true cash value of all the taxable property within the City limits, based on the 1973-1974 assessed valuation; and a proposition authorizing a levy by the City for a tax in the sum of $12,750.00 outside the Constitutional limitations, for the purpose of providing funds for the continuance of ambulance service within the City of Lebanon and for the purchase of an ambulance, the estimated rate of tax necessary therefore being $0.218 per $1,000.00 of true cash value of all the taxable property within the City limits, based on the estimated 1973-1974 assessed valuation, and declaring an emergency
