Calling a Special Election on 07-14-1970, submitting to the legal electors of the City of Lebanon (1) a proposition authorizing a levy by the City of Lebanon of a tax in the sum of $183,395.00 outside the constitutional limitations, for the purpose of providing funds for the operation and maintenance of departments of the General Fund, the estimated rate of tax necessary therefor being $4.669 per $1,000 of true cash value of all the taxable property within the City limits, based on the 1969-1970 assessed valuation; and (2) a proposition authorizing a special levy by the City of Lebanon of a tax in the sum of $8,805.00 outside the constitutional limitations, for the purpose of providing funds for the operation of the Dog Control Department within the City of Lebanon, the estimated rate of tax necessary therefor being $0.224 per $1,000 of true cash value of all the taxable property within the City limits, based on the 1969-1970 assessed valuation; and declaring an emergency
