Authorizing and directing the Mayor and the City Recorder to enter into a contract with Cascade Ditching Service of Salem, Oregon, for the construction of lateral sewers in 9th Street from the end of the existing sewer North a distance of approximately 300; and from thence West through the center of Block 8, Nichols Addition, a distance of approximately 415', according to the plans and specifications therefor, and declaring an emergency
