Calling a special election on 06-30-1969, submitting to the legal electors of the City of Lebanon a proposition authorizing a levy by the City of Lebanon of a tax in the sum of $151,478.00 outside the constitutional limitations, for the purpose of providing funds for the operation and maintenance of all departments of the general fund, the estimated rate of tax necessary therefore being $3.942 per $1,000.00 of true cash value of all the taxable property within the City limits, based on the 1968-1969 assessed valuation, and declaring an emergency
