Calling a Special Election on 05-27-1969, submitting to the legal electors of the City of Lebanon (1) a proposition authorizing a levy by the City of Lebanon of a tax in the sum of $151,478.00 outside the constitutional limitations, for the purpose of providing funds for the operation and maintenance of all department of the general fund and maintenance of all departments of the general fund, the estimated rate of tax necessary therefore being $3.942 per $1,000.00 of true cash value of all the taxable property within the City limits, based on the 1968-1969 assessed valuation; and (2) a proposition authorizing a special levy by the City of Lebanon of a tax in the sum of $6,000.00 outside the constitutional limitations, for the purpose of providing funds for the continuance of ambulance service within the City of Lebanon, the estimated rate of tax necessary therefore being $0.156 per $1,000.00 of true cash value of all the taxable property within the city limits, based on true 1968-1969 assessed valuation, and declaring an emergency
