Authorizing the Mayor and the City Recorder to enter into a contract with Gibson & Gould for the construction of lateral sewers from the intersection of 10th and "F" Streets North a distance of approximately 420'; thence East in the center line, if produced West of the alley in supplemental plat of block 33-39 Hyland Addition; thence across 9th Street and East in the alley of said supplemental plat to a point approximately 540; East of 9th Street and to obligate the City for the payment thereof, and declaring an emergency
