Calling a Special Election on 08-31-1965 submitting to the legal electors a proposition authorizing a levy by the City of Lebanon of a tax in the sum of $51,006.00 outside the constitutional limitation, for the purpose of providing and using funds for the operation and maintenance of all departments of the General Fund, and declaring an emergency
