Calling a Special Election at the same time and place as the General Election to be held on 11-02-1954 in the City of Lebanon, for the purpose of submitting to the voters of said city for their approval or rejection a proposal authorizing the levy by the City of a 5 Mill tax outside the constitutional limitations for the purpose of providing funds for the cost of future development of the sewer system of Lebanon, acquisition and development of parks and condemnation and acquisition of the cemetery property located between Carolina and Dodge Streets, West of Grove Street and other expenses incidental thereto and declaring an emergency
