Taking jurisdiction of the following proposed improvement districts: "E" Street from 2nd Street to 5th Street; Elmore Street from Main Street to the East side of Grove Street; Elmore Street from Grove Street tot he present paving on Williams Street; and a 26' track of land on Crescent Street between the North line of the intersection of Sherman and Crescent Streets and the South line of the intersection of Ash Street and Crescent Street, running thence West from the present curb on Crescent Street ordering the same to be done by contract to be awarded to the lowest responsible bidder, and directing the City Recorder to publish notice inviting proposals for bids, and declaring an emergency
