Calling a Special Election at the same time a place as the same time and place as the General Election to be held on 11-04-1952, in the City of Lebanon, for the purpose of submitting to the voters of said City for their approval or rejection, the following charter amendments and proposal, to wit: (1) Adding a new chapter to the Charter authorizing the construction by the City of a sewage disposal plant and the issuance and sale of bonds in the amount of $60,000.00 for the construction thereof; (2) Adding a new chapter to the Charter creating a Municipal Court and prescribing the procedure thereof; (3) Amending Section 37 of the Charter by making only elective officers subject to the qualifications set forth in said section; (4) Authorizing the levy by the City of special 5 Million tax outside the constitutional limitation for bridges, streets, sewer system and sewage disposal plant, and declaring an emergency
