Authorizing and directing the Mayor and City Recorder on behalf of the City of Lebanon to enter into a contract with Oregon Electric Railway Company, a corporation, agreeing on the part of the City to grant a franchise to said company over designated portions of Williams Street and agreeing on the part of the company to pay the city certain sums of money for the acquisition of land by the City for street purposes and for changes to be made on account thereof, and granting the City an easement over certain lands of the company, and declaring an emergency
