Providing for and Calling a Special Election to be held in the City of Lebanon on the 20th day of April 1931 for the purpose of submitting to the legal voters of the City of Lebanon a Charter Amendment Authorizing the Common Council of said City to issue, Dispose of and Sell the Interest Bearing Bonds of the City of Lebanon in the Amount of $30,000.00 for the Purpose of Refunding Certain Outstanding Sewer Bonds of said City; and also to Submit a Charter Amendment changing the Boundaries of the said City of Lebanon; to provide for this giving of Notice of Such Election; and Declaring an Emergency
