Engineers are authorized to prepare plans, specifications and estimates of the cost of construction of the following main trunk drainage sewer lines to wit: 7th and Tangent Street, Generally Northerly Southern Pacific Right-of-Way between Hiatt and Cleveland Streets to the Lebanon & Santiam Canal and Northerly from Elmore Street East of main Street to the Lebanon & Santiam Canal
