Declaring the purpose and intention of the City Council of Lebanon, to improve 2nd Street in Lebanon, Linn County, Oregon, from the South line of the intersection of Grant Street with said 2nd Street and running thence North to the North line of the intersection of 2nd and Tangent Streets; and to improve Tangent Street from the West line of 2nd Street and West to the East line of the Railroad Right-of-Way in accordance with the plans and specification for such improvement prepared by K. A. Sinclair and filed with the City Recorder on 04-21-1925
