Here are my written comments back to you.

Even though there is concern about workload of a data request, I think that 98 percent of the permittees could provide the erus that exist in their permit area and their rate. This would be a better way to get at equity per city because rates are approved by city councils and factor utility bill costs per home and the relative impacts that has in their population.

 

It’s my gut for another fairness calculation before you make a final decision.

I noted a couple issues with your spreadsheet:

· The city of Medford, a current Phase 2 permittee is not included

· There is a note that defines Jackson County as Butte Falls, Gold Hill, Jacksonville and Shady Cove, however none of these communities are located within the urbanized area defined by the 2010 US Census. The area for Jackson County included in the population count should be the unincorporated urbanized area surrounding the MS4 communities. Please contact me to discuss this if you have questions.

Dear MS4 permit fee workgroup members,

Thank you participating in the second MS4 fee workgroup meeting to be held on Wednesday, Jan. 31. The fee concepts we will discuss incorporate research conducted since our last meeting and input from workgroup members.

In the draft fee concept document attached, we provide three concepts for fiscal year (FY) 2019 for our discussion. They are labeled Concept A, Concept B, and Concept C.

§ Concept A is a variation of population multiplied by the fees in Table 2. Population data used for Concepts A and B is from Portland State University certified estimates, July 1, 2017. The Concept includes flat rates for the Phase I and Phase II counties (not based on population) in response to input we have received to date.

· Column D shows the permit fees for each permittee.

· Column E shows how much this fee concept would cost-per-person.

§ Concept B is a variation of population multiplied by a price-per-person shown in Table 3. The price-per-person is constant for all permittees with the exception of counties and ODOT.

· Column F shows the cost-per-permittee for this concept.

§ Concept C uses a cost-per-mile in Table 4, multiplied by city mileage from the Oregon Department of Transportation annual mileage report for 2016 (see report pages 5, and the tables starting on page 108). The Concept includes flat rates for the Phase I and Phase II counties.

· Column G shows the miles of roads within each city that include roads for vehicle access such as gravel, graded, alleys, etc.

· Column H shoes the fees for each permittee based on the number of miles of roads.

 

Also attached is an informational paper about the stormwater program in response to inquiries from the previous workgroup meeting. We will not discuss this paper at the meeting, but you are welcome to contact Christine Svetkovich with any questions about this paper.

The MS4 Permit Fee Workgroup Meeting #2 logistics are below. A call-in number is on the agenda, attached.
