Excluding three wheeled vehicles from the EV Rebate Program could be viewed as an unfair implementation of the directive in House Bill 2017 and potentially a disadvantage to an Oregon based business that makes these vehicles.
The proposal would most effectively be handled with emergency rulemaking to make three wheeled vehicles eligible for rebates as soon as possible.
The longer we wait, the less opportunity exists for three wheeled vehicle rebates. Funding could be exhausted by applications from other vehicles.
