DEQ is proposing changes to the Clean Fuels Program that would:  

  • update the lifecycle carbon intensity models used to determine the carbon intensities of fuels and the resulting changes to carbon intensity scores from those models; Proposed OR-GREET model.
  • add new categories and applications of fuel used to generate credits and add new fuels that could generate credits; and
  • make some housekeeping changes.

DEQ also proposes to amend rules under Division 12 of Chapter 340 of the Oregon Administrative Rules to classify certain violations and establish or clarify enforcement criteria for violations of the Oregon Clean Fuels Program.

​The Clean Fuels Program 2018 Rulemaking Advisory Committee is being convened to provide stakeholders with an opportunity to comment on technical and policy issues, as well as the fiscal and economic impact of the proposed amendments when compared to the existing rule. The committee will be asked to provide expert input on the following topics:

  • Mechanisms to incorporate verification to various parts of the program
  • Updates to the models used to determine the carbon intensities of fuels
  • The potential for additional credit generation to the program
