Hello Meyer,

The website for this rulemaking says:

SB 324, adopted by the 2015 Legislature, removed the sunset date of Dec. 31, 2015 from HB 2186 (2009). It also contained modifications to the Oregon Clean Fuels Program and directed the EQC to consider additional cost containment measures. Rules implementing SB 324, except for the cost containment provision, were adopted by the EQC in December 2015. This rulemaking will consider whether additional cost containment measures are needed in the program.

Corry said this rulemaking needs to be adopted by the end of the year so that means we’re planning on going to EQC in November, 2017.

They have been holding AC meetings for this rulemaking and have additional meetings scheduled:

Past:

Meeting 1 - Nov. 2, 2016, 9 a.m. to 4 p.m.

Meeting 2 - Dec. 16, 2016 - 10 a.m. - 4 p.m.

Meeting 3 - Jan. 26, 2017 - 10:30 a.m. to 5 p.m., Jan. 27, 2017 - 9 a.m. to 12 p.m.

Meeting 4 - March 3, 2017, 9 a.m. to 4 p.m.

Upcoming:

Meeting 5 - April 12, 2017 9 a.m. to 4 p.m.

Meeting 6 - May 12, 2017 9 a.m. to 4 p.m.

Meeting 7 - June 9, 2017 9 a.m. to 4 p.m.

Part of this rulemaking is affected by a bill in the legislature which involves price caps. There is some question whether we can have the AC evaluate the fiscal before the bill is passed and know what the final version of the bill will be. This affects when the final AC meeting is held and when we can file notice. I think that the latest we can file notice and make the November EQC without too much difficulty is August.

Cory can probably provide more details about what’s going on if needed.
