We agree that information is needed about fluorides emissions, but felt it was more important get these agreements in place rather than delay the agreements while waiting for more information.

DEQ is aware that both Bullseye Glass and Uroboros Glass use raw materials that contain fluorides.

DEQ assumes that both facilities emit some amount of fluorides, and possibly even hydrogen fluoride.

If no information can be found, the only way to get emissions information is to conduct testing.

We have no information about fluorides at this time, and it could be weeks or months before any information becomes available.

However, DEQ has been unable to find any information that could be used to estimate emissions of fluorides or hydrogen fluoride.

If testing were done, it would likely take weeks to get the necessary samples, and additional weeks to have the samples analyzed.

DEQ therefore moved as quickly as possible to get these agreements so that emission controls (baghouses) would be installed as soon as possible.

Neither facility uses fluorine gas; the fluorides used are in mineral form.

Further, the monitoring that has been conducted has not included monitoring for fluorides.
