This is notice that DEQ has added an additional hearing and is extending the comment period for this rulemaking.
The Oregon Department of Environmental Quality is proposing amendments to its administrative rules at OAR 340-200-0004, 340-202-0060(3), 340-250-0030(22).
DEQ proposes to incorporate the new (2012) annual National Ambient Air Quality Standards for PM2.5 into the Oregon State Implementation Plan (SIP). Oregon maintains the federally-approved State Implementation Plan to protect air quality. The federal Clean Air Act requires DEQ to adopt new or revised NAAQS and incorporate them into the SIP within 3 years after EPA enacts them. EPA enacted the annual NAAQS for PM2.5 on Dec. 14, 2012. This means Oregon's incorporation is due Dec. 14, 2015. DEQ also proposes to submit an Oregon SIP infrastructure for addressing interstate transport of lead (Pb), nitrogen dioxide (NO2), sulfur dioxide (SO2) and fine particulate matter (PM 2.5).
DEQ will accept public comments on this proposed rulemaking until 4 pm on August 20, 2015.
DEQ will hold public hearings on this proposed rulemaking on July 16, 2015 and August 18, 2015 from 5-6 pm. Both hearings will be held at DEQ Headquarters, 811 SW 6th Ave., Room EQC B, Portland, 97204.
