NOTICE OF PUBLIC HEARING ON PROPOSED AIR QUALITY PROGRAM RULE AMENDMENTS
The Oregon Department of Environmental Quality plans to propose that the Environmental Quality Commission adopt rules to update the Oregon Infrastructure State Implementation Plan, as required by Section 110 of the Clean Air Act, 42 U.S.C. ยง7410, to incorporate elements for the annual fine particulate matter (PM 2.5) National Ambient Air Quality Standards (NAAQS), address interstate transport of nitrogen dioxide, sulfur dioxide, lead and PM 2.5, and amend the definition of NAAQS to include PM 2.5. The proposed rules are part of the Oregon Clean Air Act State Implementation Plan. Therefore, DEQ proposes an update to the plan. If EQC adopts the proposed rules, DEQ would submit these amendments to the US Environmental Protection Agency for approval and as a revision to the State Implementation Plan, as the Clean Air Act requires.
DEQ will hold a public hearing on the proposed rules on Thursday, July 16, 2015, at 5:00 p.m., located at DEQ Headquarters, 811 SW 6th Avenue, Room EQC B, Portland, Oregon 97024. The hearings officer will accept oral and written comments at the hearing. Copies of the proposed rule package may be obtained online at http://www.oregon.gov/deq/RulesandRegulations/Pages/2015/pm2-5standardupdate.aspx , or from DEQ Headquarters at 811 SW 6th Ave. Portland, Oregon 97024, or by contacting Nancy Cardwell at 503-229-6610.
