The rules will make the following changes to the program to align with new federal law and provide additional funding options for borrowers: - Longer financing terms to all eligible borrowers, - Larger amount of principal forgiveness available with a fairer process for allocating principal forgiveness, - Expanded eligibilities for projects including allowing for construction of new decentralized wastewater systems, - Incentives for selected projects in the form of lower interest rates, - Additional funding application requirements some of which encourage fiscal and environmental sustainability in project designs, others are specific to certain types of funding - Housekeeping items to simplify rules
