Major Source “Story”

DEQ is changing the definition of a major source from one that has a potential to emit at the significant emission rate to one that has the potential to emit at 100 tons per year except as used in OAR 340 division 210, Stationary Source Notification Requirements, OAR 340 division 218, rules applicable to sources required to have Oregon Title V Operating Permits, OAR 340 division 220, Oregon Title V Operating Permit Fees, and 340-216-0066 Standard ACDPs.

This change is being proposed to provide more flexibility in how sources with the PTE in the range of the SER to 100 tons/year are permitted and also reduce emissions from “priority” sources, those that are the major contributors to the nonattainment area problem. Currently, major sources (PTE at the SERs) are subject to nonattainment and maintenance NSR and must meet the following requirements:
