Under
our new rulemaking process, this is your opportunity to review a draft
rulemaking proposal to adopt amended air quality regulations to update the air
quality permitting program. The packet has been reviewed by the rule design
team, which included Gary Andes, George Davis, Mark Fisher, Karen White-Fallon,
Kevin Downing, Jerry Ebersole, Rachel Sakata, the DOJ, Uri Papish, EPA Region
10, and me. It is now ready for your preview before we submit it to the Oregon
Secretary of State on Oct. 13, 2013.
No
action is required on your part. However, we will consider your input on the

Need |
The need to maintain Oregon rules is ongoing to
ensure DEQ’s air quality permitting program is efficient and effective.
This rulemaking will modify DEQ rules to ensure Oregon regulations are up to
date and that they address air quality problems. This rulemaking also proposes minor changes to the
HeatSmart rules, clean diesel grant and loan rules and reporting requirements
for small gas dispensing facilities. |

Staff
engagement |
Senior permit
writers from Bend, Portland and Salem were members of the rulemaking
team. The AQ Regional Management Team, the Regional Administrators, and
Regional Solutions staff have all received presentations on the proposed rule
amendments. The Lead Permit Writers were updated at a quarterly
in-person meeting and other regional permit writers were updated at
stakeholder meetings held around the state in August. EPA provided two
complete rule reviews and has verbally indicated that all proposed changes
are approvable in our SIP. |
