Particulate Emission Limitations for Sources Other Than Fuel Burning Equipment, Refuse Burning Equipment, and Fugitive Emissions
(1) EXCEPT AS PROVIDED IN SECTION (2), no person may cause, suffer, allow, or permit particulate matter emission from any air contaminant source in excess of:
(a) For sources installed, constructed, or modified before June 1, 1970:
(A) 0.2 grains per dry standard cubic foot through March 31, 2015;
(B) 0.20 grains per dry standard cubic foot from April 1, 2015 through March 31, 2019.
(b) For sources installed, constructed, or modified on or after June 1, 1970:
(A) 0.1 grains per dry standard cubic foot through March 31, 2019 if located more than 5 miles of a PM10 or PM2.5 sustainment area, nonattainment area, reattainment area, or maintenance area;
(B) 0.1 grains per dry standard cubic foot through March 31, 2015 if located within 5 miles of a PM10 or PM2.5 sustainment area, nonattainment area, reattainment area, or maintenance area;
(C) 0.10 (0.12, 0.13, 0.14, 0.15?) grains per dry standard cubic foot after March 31, 2015 if located within 5 miles of a PM10 or PM2.5 sustainment area, nonattainment area, reattainment area, or maintenance area;
(c) For sources installed, constructed or modified after March 31, 2014, 0.10 grains per dry standard cubic foot.
(d) For all sources, 0.10 grains per dry standard cubic foot after March 31, 2019.
(e) The owner or operator of an source installed, constructed or modified before April 1, 2014 who is unable to comply with any of the compliance dates specified in paragraphs (a)(B), (b)(C), and (d) above may request that DEQ grant an extension allowing the source up to one (TWO) additional year to comply with the standard, provided that the owner or operator submits an engineering report signed by a registered professional engineer that demonstrates that the source cannot comply with the standard without making significant changes to the equipment or control devices or adding control devices. The request for an extension must be submitted no later than 90 days prior to the compliance dates.
(2) Instead of complying with the standards in section (2), the owner or operator must install an electrostatic precipitator or wet scrubber on sources other than fuel burning equipment or refuse burning equipment.
(3) For all sources, 0.10 grains per dry standard cubic foot after March 31, 2025.
1. Get two sig figs to determine compliance
2. protect sensitive areas – no additional protection
Now we have .24 and .14. Change all to 0.14, just tightening standard to 0.2 guys. No changes, just watch operations better, especially during source test.
If the owner or operator provides a demonstration that is it not feasible to comply with the standard (BART language in BART Guidance document)
a. By 2020, comply or submit BART demonstration that they can’t meet the standard without replacing the boiler. If DEQ agrees, then the standard would be 0.15 gr/dscf and
b. provide AQ analysis that emissions don’t cause or contribute to 10% of an ambient air quality standard and (30 ug./m3 includes background)
1 year of ambient AQ monitoring and meteorological data
b. opacity monitor
