Alternative grain loading standards:

0.2 sources must meet 0.20 by 1/1/15

If a source needs more time to install new controls or modify existing controls to meet 0.20, they can get a two year extension.

All sources (current 0.2 and 0.1 sources) must meet 0.10 by 1/1/20

If a source needs more time to install new controls or modify existing controls to meet 0.10, they can get a two year extension.

If a source demonstrates that the only way to meet 0.10 is by replacing the boiler, they can request an alternative limit not to exceed 0.15. The demonstration must be submitted by 1/1/20 and include the following:

A BART-like control technology analysis;

Results of a source test performed after 1/1/19; and

An air quality impact analysis showing that the boiler emissions plus background will not exceed 30 µg/m³.

If representative background data is not available, the source must conduct at least one year of ambient monitoring (PM2.5 and met data) for the air quality impact analysis.

The data must be collected for a minimum of one year ending no later than 9/1/19.
