Some with scrubbers cannot meet 0.10 gr/dscf, need to update to baghouse. Scrubbers cannot meet 0.10. Valley is doing second test because they failed first one. Knife River couldn’t pass so had to add baghouse so they can meet. Small companies will have trouble. Larger ones are concerned (Old Castle, Knife River) so they know what they need to do anyway.
