Dear Regulated Parties,

Sorry for the cross-postings, but I wanted to make sure that everybody received this notification.

DEQ proposes rules to update phase one of the Clean Fuels Program

DEQ's proposal would adjust phase one of the Clean Fuels Program adopted on Dec. 7, 2012. The proposed rules:

The Clean Fuels Program requires all importers and Oregon producers of transportation fuels to register, keep records and submit reports to DEQ. The proposed rules would eliminate unnecessary requirements, reduce administrative burdens on smaller businesses and still maintain program integrity. On Dec. 11, 2013, the Environmental Quality Commission adopted temporary rules that expire on June 30, 2014. These proposed permanent rules are substantively identical to the temporary rules.

Click here for the rulemaking documents, information about the public hearing, and instructions on how to comment. To consider comments on the proposed rules, DEQ must receive the comment by 5:00 p.m., Monday, April 21, 2014. DEQ plans to take the final proposal including any modifications made in response to public comments to the Commission for decision at the June 2014 meeting.

Note: These proposed rules do not implement the phase two carbon reduction phase of the program.
