FYI, here is the process developed between DEQ and LRAPA in 2010. One note: according to Nicole, in the case of SIP rules, LRAPA develops their rules, and DEQ reviews and submits them to EPA since LRAPA does not have authority to submit SIP rules to EPA. Guess I’ll just charge the Q-times below for my time reviewing.
