Good catch, Andrea. Title 13 was included with the 2010 ‘rule corrections’ package. A copy of the marked up title is attached in both Word and PDF formats.

One thing, for 2010, I don’t see Title 13 in the proposed rules. I see a “section 13” on page 3 of the summary, but Title 13 is missing from the rules themselves. See attached.

Robbye is correct with regard to the Titles to be removed/included in the 2008 and 2010 rulemakings.
For the 2011 rulemaking, please leave in (include) the titles as you described in your original message – both Title 42 and Title 44 were part of that package of amended titles.
