Hi Shelley,
Regarding the actual format for presenting the LRAPA Open Burning rule to the EQC, the question was which track would be the easiest and quickest. The options were to pull together the various LRAPA documents and submit them under cover letter to the EQC. The cover letter basically informing the EQC of the various aspects of why this LRAPA rulemaking was in front of them for adoption. The second, and better option, is to have LRAPA complete DEQ's standard staff report format and then attach appropriate LRAPA docs to it and present that packet to the EQC.
I am requesting that LRAPA complete the attached Staff report. I am clear that using this standard report form will make the process easier for those reviewing the rulemaking here at DEQ (including the EQC themselves) and cause a lot less questions for LRAPA as the staff report progresses to the EQC.
Although this report is familiar to us here at DEQ and not that difficult to complete, it will be a new experience for the folks at LRAPA. If LRAPA staff can take a good initial stab at completing this form, we can polish it. Certainly we (you) are available to answer their questions as the complete this report. Additionally, I have attached comments from Andy G. that should be addressed in this report - I expect these topics align well with the questions already asked in the report.
As you know the report assumes there will be a number of attachments with it. I anticipate DEQ can match up the LRAPA docs we already have as best as possible as attachments, so LRAPA doesn't need to spend time referencing attachments in the report.
Even though the EQC meeting isn't until October 23, we will need LRAPA to complete and return this report by August 18. Yes, I know it is vacation season.
