LRAPA Rulemaking
for Industrial Permitting Process Streamlining
The attached rulemaking summary outlines the changes LRAPA is proposing to make to its permitting rules for industrial sources of air pollutants. The full rulemaking package is available on the agency’s website at www.lrapa.org. If you do not have Internet access, the package may be reviewed at the LRAPA office at 1010 Main Street in Springfield, OR; or staff can provide copies of whatever parts of the package you would like to review in greater detail.
This rulemaking package has been developed over a two-year period, with input from the U.S. Environmental Protection Agency, the Oregon Department of Environmental Quality, the LRAPA Advisory Committee, the LRAPA Board of Directors, and others.
The board has discussed this proposal several times over the past year, and records of those discussions are available in the board meeting minutes on the agency’s website, under Public Education/Events Calendar. The public hearing on the proposed rules which began on Tuesday, August 26, was advertised in the August 1, 2008 Oregon Bulletin, published by the Archives Division of the Oregon Secretary of State’s office, and in the Eugene Register Guard, the Springfield Beacon, the Cottage Grove Sentinel and the Oakridge Dead Mountain Echo. There was no formal testimony offered by those who attended the August 26 opening of the hearing. Instead the time was used for questions and answers, to provide greater clarity regarding specific aspects of the proposal. The hearing will continue at the September 9, 2008 LRAPA Board of Directors meeting, 12:15 p.m. in the LRAPA meeting room at 1010 Main Street in Springfield, Oregon; and the hearing record is being held open until September 30, 2008 to invite further input from the public.
Board action on the proposal is not anticipated at least until its regular board meeting on October 14, 2008, 12:15 p.m. in the LRAPA meeting room, 1010 Main Street, Springfield, Oregon.
