Diesel Rule Adoption

Chair O’Keeffe, members of the Commission, for the record my name is Uri Papish, AQ Program Manager at DEQ and with me is Kevin Downing the Clean Diesel Program Coordinator. We are here to present a proposal for rule adoption of rules EQC previously adopted as temporary rules. These rules implement SB 249 that was unanimously adopted by the 2013 Legislature and allows DEQ to use federal criteria when awarding Clean Diesel Grants using Federal Money. Kevin Downing will explain in further detail.

LRAPA Rule Adoption

Chair O’Keeffe members of the commission, for the record my name is Uri Papish, AQ Program Manager at DEQ and with me is Merlyn Hough Director of the Lane Regional Air Pollution Protection Agency. Also known as “LRAPA.” DEQ regulates air quality in every Oregon County except Lane County where LRAPA has delegated authority to run the program. LRAPA’s board adopts their own rules and DEQ reviews those rules prior to adoption to ensure they are at least a stringent as the Environmental Quality Commission’s rules. With EQC’s approvals, DEQ will include LRAPA’s rules as part of our State Implementation Plan which we submit to EPA to demonstrate that Oregon is meeting the requirements of the Federal Clean Air Act.
