2. Set up an online public comment form using the name Update Oregon's Civil Penalty Rules . The comments would go to an Outlook box named: Comment-Div12. Include the following phrase under the name: DEQ invites you to comment on proposed Division 12 rules. DEQ will respond to comments if received by the close of the public comment period on Monday, Sept. 20, 2013 at 5 p.m.  We may modify the proposed rules based on public comments received by this deadline.
