Very helpful! I’m updating the list to make these distinctions clear. For the two rules you were uncertain about (340-011-0605 and 340-012-0027), they are correct; they were repealed, but don’t appear to be part of the SIP, so they wouldn’t be on your radar. Let me know if that doesn’t make sense.

Andrea,
I took a look and the best advice I have based on my past FRs and similar projects is as follows.
1. For the cover letter, I would suggest just referring to the CAA or 110 at most.
2. Division 11
a. Approve but not IBR into the SIP. 0005, 0010, 0024, 0029, 0046, 0053, 0061, 0310, 0330, 0340, 0360, 0370, 0380, 0390, 0500, 0510, 0515, 0520, 0525, 0530, 0535, 0540, 0545, 0550, 0555, 0565, 0570, 0573, 0575, 0580, 0585.
b. Uncertain. 0605 (typo – 0605 and 0065 do not appear to exist)
3. Division 12
a. Approve but not IBR into the SIP. 0026, 0028, 0030, 0038, 0041, 0045, 0053, 0054 , 0130, 0135, 0140, 0145, 0150, 0155, 0160, 0162, 0165, 0170.
b. Uncertain. 0027,
c. OUT of the SIP as not AQ related. 0055, 0060, 0065, 0066, 0067, 0068, 0071, 0072, 0073, 0074, 0079, 0081, 0082, 0083, 0097
I have also cc’d our attorney (Julie V) and Paul in case they had additional input. They are busy so you may need to proceed without them.

Justin,
Could you take a look at the draft cover letter, attached. This is for Jenny Root’s civil penalty rulemaking adopted in fall 2013. I want to make sure the purpose is accurate “With these revisions, the Oregon SIP meets the requirements of CAA section 110(a)(1) and (2) for administrative processes related to enforcement and compliance.”
Also, I think all of the rules (see attached list) are to be incorporated into the SIP. Do you agree? If some are not supposed to be in the SIP, I need to distinguish them in the submittal to EPA.
