Jenny, I forgot to ask – does the newspaper add explain that the rules will be submitted to EPA as a modification to the SIP? Something like this…

These amendments, if adopted, will be submitted to the US Environmental Protection Agency for approval and as a revision to the State Implementation Plan, as required by the Clean Air Act.
