Andrea,
Thank you for bringing this to my attention and updating the current drafts. I don’t think July 15 should be a problem since that is when we will be sending notice to SOS. If I understand this correctly, because of SIP update, we will have to place newspaper advertisements as well? So do those need to be published no later than 7/15?

Jenny, I added some language to the Division 12 rulemaking Notice and Invitation to Comment documents on SharePoint. This is in Tracked Changes.
This rulemaking is on EPA’s radar as being an update to the Clean Air Act State Implementation Plan. For any SIP changes, we’re required to explain in the public notice documents and SOS Bulletin that the rulemaking updates 340-200-0040 and will be submitted to EPA as a revision to the State Implementation Plan. We’re required to explain this in newspaper advertisements too, and we provide at least 30 days from the date we open public comment to the date of the hearing. This means opening the public comment period on July 15. Does this work ok?
