Jenny,
It’ll probably be two weeks before I’m able to start the new job. Do you know if you’re ok in the meantime, as far as meeting rulemaking deadlines? The June EQC meeting is just around the corner.

Perfect! Andrea, OCE is in the process of updating our Division 12 civil penalty rules. They are considered part of the SIP (sort of) so I need to coordinate with you on making sure that part of the process is covered. We are looking toward going out for public notice in either June or July (most likely) with EQC adoption slated for October.

Subject: Announcing new Air Quality Rules Coordinator and Program Analyst
I’m pleased to announce that Andrea Curtis has accepted a rotational assignment as the Air Quality Rules Coordinator and Program Analyst. In this position, Andrea will coordinate all rule and SIP work in Air Quality, and will provide analysis to help develop and implement Air Quality’s operating budget. Andrea will be starting after a short transition to complete her existing projects.
Andrea brings strong experience to this work, having lead a number of rule making projects. Andrea was lead rule writer for adoption of DEQ’s greenhouse gas reporting program, and has since been on the team implementing those rules. Andrea has also lead adoption of several fee rules, including analysis of how these fee increases tied to our budget needs.
While on this rotation, Andrea will continue as the lead implementer for the permitting breakthrough, working with Keith Anderson and a team to bring the recommendations from the breakthrough to life.
We had an outstanding pool of smart and talented DEQ staff who applied for this assignment; thanks again to each of you.
