Subject: Onsite Rulemaking Announcement

DEQ is proposing rule changes to Division 018 & 071 and would like your input. The comment period will end October 19th at 5 PM. For information on how you can comment, attend a public hearing, please read the rulemaking announcement.
The rule changes will include some housekeeping and correcting some errors. Substantive rule changes proposed include:
Amend
· Time of transfer septic system inspections with reporting requirements
· Alternative treatment technology product approval process to include annual fees and reporting
· Fee schedule to include compliance recovery fees for violators
· Site evaluation reports to expire ten years from rule adoption or issue date
· Definition of maintenance to allow some system components to be replaced without a permit
Repeal
· ETA systems from the rule and site evaluation confirmations
