Dear Mr. Surma,
Thank you for your willingness to participate on DEQ’s Conversion Technology Rulemaking Advisory Committee. The Committee will help DEQ in the development of definitions, permitting, performance standards and appropriate fees for Conversion Technology Facilities. We hope to have a rulemaking proposal ready for Environmental Quality Commission consideration by the end of 2012.
We expect to schedule 3 – 6 advisory committee meetings from January through September of 2012. The meetings will be held at our DEQ Headquarters. In-person attendance would be ideal, but we are able to make arrangements for participation by phone.
Our initial meeting is scheduled for:

Hi Alan,
This is a follow-up to the voice-mail I left you this morning. As I noted, DEQ is asking for your help in the development of Rules, including definitions, permitting, performance standards and fees for Conversion Technology Facilities. The issue is that DEQ doesn’t have specific rules for the regulation of these new Conversion Technology Facilities. DEQ has been using Solid Waste Treatment Facility permitting rules, which work, but were not written for facilities that convert solid wastes to fuels and products.
We are about to begin this rulemaking process to address this issue and are forming an Advisory Committee to help us develop our rulemaking proposal. We hope to present the proposal to our Environmental Quality Commission for adoption in late 2012.
With your knowledge of certain Conversion Technologies, we would very much appreciate your participation on the Advisory Committee. We are looking to schedule our first meeting on either Thursday, January 26th, from 9:00 am – Noon, at our Portland Headquarters, or Friday, January 27th, from 9:00 am – Noon at the same location. Would one or both of those dates and times work for you?
We are expecting to hold from 3 – 6 meetings over the next 6 months. We’ll have a better feel for the length of time to complete the rulemaking once we begin the Advisory Committee process. We will make arrangements to enable full participation by phone if that is desired.
I would appreciate hearing back from you about whether you will be able to participate on the Advisory Committee and, if so, which of the proposed first meeting dates would work for you.
