Please be prepared to discuss this and many other questions that I have on your rule language. I notice that you have dropped any air quality risks, but I think the water quality risks should be eliminated too if the applicant has a department issued discharge permit. Also, the fire and explosion risk is unnecessary if the state fire marshall approves the building permit that would be necessary for nearly any expansion. In general, I think the permit language is way too onerous for businesses that want to expand to Oregon in this economic climate.
