Brian –
I made a few edits to make Notice docs, e.g., to make consistent with parallel changes in Announcement, fix tenses. I did not have comments on Announcement.
On pg. 13 of Notice doc, the table Transactions and revenue still appears to be inconsistent with previous paragraph saying DEQ expects only 1-2 new facilities/biennium – table shows 6/biennium paying fees. I suspect difference is that “paying fees” includes annual compliance fees from existing facilities as well. I can live with doc as is if you do not have time to clarify.
I did not have time to review all of the rules before 1 PM deadline – sent the one comment earlier today.
I will approve the notice package for submittal to the SOS with the changes in the attached document.
