Dear Representative/Senator XXXX,

This email complies with ORS 183.335 (15), requiring notice of a proposed Department of Environmental Quality (DEQ) rulemaking.

DEQ proposes adopting rules under OAR Chapter 340 to create new performance standards and solid waste permit requirements for conversion technology facilities and anaerobic digestion facilities in Oregon. Conversion technology facilities use chemical or thermal processes to convert solid waste to chemicals, fuels or other useful products. Anaerobic digestion facilities use biological processes to digest solid waste and create methane, which can be used to create electricity or transportation fuels.

Information about the proposed rules are on DEQ’s rulemaking website under Conversion Technology at http://www.deq.state.or.us/regulations/proposedrules.htm. The Announcement outlines the public comment and public hearing opportunities and the rulemaking objectives.

DEQ plans to recommend the Environmental Quality Commission adopt the proposed rules at its March 20-21, 2013 meeting.
