Not under the wording we proposed. Here is the explicit exclusion proposed:
(c) Tons not subject to these fees include:
...
(C) Construction and demolition wastes and industrial wastes that are processed by a material recovery facility or a conversion technology facility to make a fuel to be burned off-site for energy recovery - for example, in a hogged fuel boiler;
In general though, the fee would only be charged on refuse-derived fuel from mixed waste that contains domestic solid waste. It would not apply to source-separated materials.

Could the pellets (derived from sawdust or possibly waste wood) that are used in residential pellet stoves be subject to the RDF fees as you’ve proposed them?
